3 way goverance!

Hola..... I am working in Mexico as a Peace Corps volunteer from the United States. The task that I have been assigned is to strenghten the Patronato that has the fiscal oversight over a national park. There is a convenio of collaboration with a department of the state (Jalisco) government to manage the park. However, the Park Director is an employee of the state. He does supply the patronato with reports but does not answer directly to that body. His supervisor is another state employee. The patronato is a membership organization with a Consejo Directivo (on paper) but the entire membership has been acting as a board of directors. I have been working with them to do their job (instead of trying to do the directors job). However, I am still trying to understand this co-management between the Patronato and the state which really becomes a 3 way managment in reality. If anyone has experience with this format of goverance, I would appreciate any insight, advise or input.

In Mexico there are some governmental entities that have designated a Patronato to function as an advisory council and help in fundrasing. Because fundraising is so important the staff gives reports to them.
It would be important to have the department of the state (Jalisco) regulation, and if there is a decree of the creation of Park and if possible the collaboration agreement.
